“Every contaminated site has its own personality,” he observes. “You can have two refineries that operated under similar conditions for similar periods, and the remediation challenges will be completely different. The soil composition, the groundwater depth, the operational history. All of it matters.”
Site-specific complexity is precisely why cookie-cutter cleanup plans rarely succeed. The remediation phase is typically the longest and most expensive part of brownfield redevelopment. Methods range from soil excavation to bioremediation, and federal and state cleanup standards shift depending on the property’s intended future use.

Land reclamation is an act of civic imagination. Brownfield-to-greenspace conversions have transformed former industrial wastelands into parks, community gardens, and recreational corridors. Other sites have been redeveloped into mixed-use commercial districts, affordable housing, and renewable energy installations. The range of possibilities is genuinely wide, and the economic incentives have grown accordingly.
Federal programs such as the EPA’s Brownfields Program provide grants and technical assistance to help communities assess and clean up contaminated properties. State-level equivalents, including programs administered by agencies like the Illinois EPA, add another layer of financial and regulatory support.

“There’s a tendency to view regulatory agencies as adversaries,” Jevyak notes. “But in the best projects, the agency becomes a partner. When everyone understands the end goal of a safe, productive site, the process moves more efficiently, and the outcomes are better for everyone involved.”

Returning contaminated land to productive use generates tax revenue, creates construction employment, and typically catalyzes further private investment in surrounding neighborhoods. Research has shown that properties near completed brownfield projects see measurable increases in value, extending economic benefits that surpass the immediate site boundaries.
Liability is the central challenge for developers. The question of who bears financial responsibility for legacy contamination can grow extraordinarily complicated, particularly when ownership has changed hands multiple times or when the responsible party has dissolved. Brownfield liability frameworks differ by jurisdiction, and navigating them requires both legal expertise and a clear-eyed technical understanding of what the cleanup will actually entail.
Jevyak points to the importance of thorough Phase I and Phase II environmental site assessments as foundational to any responsible redevelopment effort. Without that baseline knowledge, developers and municipalities risk committing resources to projects whose true costs remain hidden.
“The due diligence work at the front end of a project almost always pays for itself,” he notes. “Surprises underground are almost never cheap ones.”

Industrial site transformation is not a field that yields easily to generalists. The technical knowledge required spans environmental chemistry, hydrogeology, demolition engineering, regulatory compliance, and project management simultaneously. Refinery closure and demolition work is one of the most demanding intersections of environmental and industrial practice. Safely decommissioning a working refinery means managing the removal of hazardous materials, coordinating large-scale structural demolition, and overseeing the early phases of environmental cleanup simultaneously. Only sustained field experience builds that command.
