Garcia currently assumes the role of the global chief financial officer (CFO) and U.S. president for the prominent global single-family investment enterprise and multinational conglomerate holding company Talipot Holdings. As the CFO, Garcia oversees its financial management. He is vital in developing and implementing strategies to optimize the company’s financial performance, profitability, and long-term sustainability. Such initiatives involve overseeing budgeting, financial planning, analysis, reporting, and risk management. He ensures that the company’s resources are allocated efficiently and effectively across various business units and investment portfolios.

As the U.S. president of Talipot Holdings, Garcia takes on a role in shaping the company’s overall direction and growth in the United States market. “I strive to maximize the value of Talipot Holdings’ investment portfolio,” says Garcia, “and drive growth by leveraging his expertise in asset management and sustainable investing.” Under his leadership, Talipot Holdings excels in operational efficiency, expansion, and competitiveness within the region.

Previously, Garcia was the chief investment officer (CIO) and CFO of the Illinois State Treasury, where he led the treasury’s combined $52 billion investment portfolios and $275 billion in related banking operations and payment services over his six years of service.

Garcia shared his knowledge and insights at the TEDxWrigleyville with the theme “Humanity, a View From Inside the Pandemic.” In his talk, he addresses the current recession’s impact on the most economically vulnerable and shares relevant concrete recovery solutions for those directly affected and continuously being affected by the global pandemic.
